You can freely choose any provider. The Watch does not have a SimLock like most prepaid phones. Basically, this applies to all freely purchased mobile phones/watches - they work with all providers, as long as they support the brand.
Yes, the Apple Watch Series 8 can be used to operate the Tesla via the app. However, it requires this app, which is subject to a charge: https://apps.apple.com/de....
