The components are plugged into a plate. No need for a soldering iron. Take my answer with a grain of salt, because if you hook a soldering iron will soon become indispensable for projects.

Are you trying to use the Arduino IDE (app from the Microsoft Store) or the Internet Browser? Perhaps you have set the wrong port. If you have the IDE in front of you, you will see the port that is set at the bottom right, e.g. Com 3. As soon as you connect the Arduino UNO, the port that is used is indicated, but not set! In the menu, you can change the port via the Tool tab. For me, for example, it is port 6. It works with my Surface (5), as it does with the other devices I have. Only the Arduino Nano cannot be connected on my Intel NUK, which shows that not everything necessarily works according to the manual ... I keep my fingers crossed for you, Max

During development, the board is supplied via a USB connection. That's all you need at the beginning. Alternatively, a 9V battery can be used to power the board (connector is included in the set). A common plug for a power supply unit is also mounted on the board.

To control a stepper motor with the Arduino, you need a stepper motor driver board. This is not included in the starter kit. (But a DC motor and a servo are included, both with instructions). Just google "Arduino" and "stepper motor". You'll get a lot of good results.
