There is no technical difference between the two models. The difference with a "for Business" product from Logitech is the longer warranty period offered by the manufacturer and software customised for business applications. We provide the same warranty period and type of warranty for both, so the differences only concern the manufacturer itself.
The Logitech Brio 4K Ultra HD Pro webcam has an integrated privacy cover. This cover can be pulled over the webcam to block the camera when it is not in use.

My monitor doesn't go down vertically either, it's curved and goes slightly backwards right in the centre, but the mount is very flexible and can be adjusted very well, so it should fit just about any monitor.
You could do more with the brand and model of the monitor.
That will be difficult if the old PC does not have USB 3+ or usb-C. The performance of a 5 year old PC is certainly enough. A 486 will be difficult :)
For recording, I always recommend 'obs', the best recording software that is also free.
the autofocus of the BRIO can handle it - whether it really works with the scanning of the QR code depends on the online banking solution: with the one from CS it works perfectly.

I have this camera connected to a TS4 --> CalDigit TS4 (Thunderbolt), and login with Windows Hello works fine. The mic quality is good, though not comparable to a decent desk mic like -->RØDE NT-USB (Podcasting, Home-Studio)
Unfortunately, I cannot compare these two models, but I can say that Brio is really good. It depends how dark is your room, but in every case (lightly darkened room, some diffused light) I am more than happy with Brio. I think these two are aimed at different audience - Brio seems to me as more all-rounder, focused on work, conferences, Win Hello, etc, where the Streamcam would look to me like aimed at streamers - that is reflected in the software as well.
When I looked at a couple of reviews on youtube, I honestly cannot say that there is a LOT of difference. Yeah, not very helpful, I know.

We do not have any direct experience. Perhaps someone else could share their experience. Server 2019 should basically be based on Win 10, but according to official compatibility information from Logitech (https://www.logitech.com/en-roeu/products/webcams/brio-4k-hdr-webcam.960-001106.html), I can unfortunately not confirm the compatibility.
