I always charge my headphones when they are off. The contact between the base station and the headphones is actually a bit tricky, you have to play around a bit to get the headphones on correctly and the light to come on. When I charge my headphones, both the green and red buttons light up. Unfortunately, I can't tell you any more about this.

That depends on your TV. It would need the possibility to set the internal speakers to continue to run despite the headphones being connected. An external device is only useful if, for example, you want to split the audio output of the TV in order to run external speakers and headphones at the same time.
