Although I have activated the language package German (Switzerland) (DEU SG) in Windows, it is not possible to write an @ sign with shift + 2. I only get the " character. Is this a Windows or a keyboard problem?

This seems to be a user problem. You can only get the @ with "alt gr" + "2".
