Can Google Home evaluate the data and switch on a device at value X?

This thing is only a room climate sensor that transmits the measured values to a Zigbee Hub or Bridge via the Zigbee protocol. It has no direct connection to services such as Google Home.
Whether Google Home can evaluate the data depends on whether the Zigbee Bridge you are using has a Google Home integration, and whether this integration also transmits sensor values. The sensor works with the Zigbee Hub from Xiaomi, the ConBee II USB stick from Dresden Elektronik, and probably also with the Philips Hue Bridge and some others.

Whether Google Home can perform automations based on sensor values, I don't know. But that's a question independent of this product, and you're more likely to find the answer at Google Support or something. Google Home has a feature called "Routines", but that doesn't seem to be good enough for your use case.

I use the sensor together with the ConBee II USB stick and a Raspberry Pi with Home Assistant installed. With Home Assistant you can manage various devices and sensors from all possible manufacturers and all possible technologies on a single platform and set up automations without a cloud. Of course, you can also switch on a device when a certain temperature value is reached.

So the question is not so easy to answer and depends on which Zigbee Bridge you use, how well it integrates with Google, and whether Google can do something with the sensor value. The sensor itself can only do Zigbee.
