Can I connect my business laptop to this monitor and expect the full resolution (7680 x 2160)? Facts about the business laptop: Model: HP EliteBook 840 14 inch G11 Notebook PC CPU: Intel® Core™ Ultra 7 165U RAM: 32 GB

No, that doesn't work with my Elite Book from the shop either, max 1x4k. My private Spectre HP has a 3000 Nvidia, it works all the way, even the flight simulator runs reasonably well. But the laptop is then in continuous operation. The monitor is only really suitable with the best Nvidia or AMD graphics card and at least 24GB. Only then will everything run smoothly at 8kx2k, whether game or CAD.
One good thing, though: it can make two fully autonomous screens with it, side by side 1:2 or 1:1, not just PIP. I use 1/3 for the Läpi booth and 2/3 for private parallel. That's brilliant.

Privately, I have a Lenovo X1 Yoga 7th gen, which can display a maximum of 3840 x 2160.
I have an HP EliteBook 840 G7 from my employer, which also has a maximum resolution of 3840 x 2160.
I mainly use the monitor with my self-built PC, where I have an AMD Radeon RX 6400 installed. 7680 x 2160 is no problem, even at 240 Hz.
Whether your laptop supports the full 7680 x 2160 depends on the graphics card or graphics chip installed. Probably not... Find out exactly what's in your business laptop. Unfortunately, you can't draw any conclusions from the CPU and RAM.

Do you have more details on the integrated Arc graphics? In theory, at worst, it should support it at 60hz.
