Can the Fitbit be operated without a smartphone? Activation and data exchange only with Windows PC?

As far as I know, you need an Android or IOS smartphone. There used to be a wireless sync dongle from Fitbit, but that was years ago and didn't really work reliably. There are some posts in forums that report that synchronisation with the PC and Charge 5 does not work.
