No, the docking station is not able to turn on a laptop. This feature would require cooperation with laptop manufacturers and since many of them are making their own docking stations, they are not really keen on cooperation.

But there is a possible workaround. Some laptops do have an option "Wake on AC" (it may be called differently in different laptops) in BIOS - this will turn the laptop when a power adapter (or docking station is connected).
So when you would turn on the docking station, it would turn on a laptop in this way.
