Could I connect my Huion Kamvas 16 (2021) usb-c drawing display to this monitor via the Thunderbolt 3 port and then operate this "daisy chaining"?

Yes, that should work. I don't know this drawing display, but I have also connected another monitor to the Thunderbolt output of the BenQ (via USB-C -> DisplayPort adapter). This works perfectly on my MacBook Pro.
