Does this cable go for 1080p/1440p on 144hz?
The Delock Display Port cable is designed for 4K. Graphics cards with the 1.4 standard transmit at 4K and 120Hz or 8K at 60Hz. The 144Hz frequency is only achieved via DVI.
The new DP 2.0 standard will support resolutions of up to 16K or 15360 x 8460 pixels and use the conventional Displayport connector or USB Type-C for this purpose. The first devices with Displayport 2.0 are expected to come onto the market from the end of 2020. However, these resolutions will be achieved at 60Hz.
