No, Windows Hello works with the fingerprint sensor. For me, that's better because the IR camera doesn't work in daylight or sunlight anyway. I have the Surface Book and the SurfacePro 2017, and the fingerprint sensor can also wake the notebook from energy-saving mode, which doesn't work with the IR camera.
