Hello Community, if I understand correctly, this steering wheel is not yet ready for use as such. It still needs a suitable "base". How and where can I get a suitable "base" so that I can install the thing in my home?

The steering wheel fits on Thrustmaster bases (e.g. T300, Tsxw etc.), which you can buy almost everywhere.
