If you set down the resolution to HD 1920p for example ,can one expect higher FPS than 60 Hz in game with an RTX 2070 gpu?

No, this monitor has a fixed refresh rate. Resolution doesn't affect refresh rate.

If you had a 144hz monitor and changed the resolution the maximum refresh rate would still be 144hz. The same applies to this monitor.
