Yes. I actually bought it for a Dell XPS 13. Works just fine, excellent travel adapter. But as @Kolebar said, this is not exactly a docking station.
Yes it is. I have a similar XPS13 and it is fine. It is quite expensive for a simple adaptor however it comes with warranty!
However if you want it for a static position (e.g., desk office) I would suggest one of the other adaptors available from Dell.
