Photoshop Elements 14 runs without any problems on Windows 7.

On the back of the package it says suitable for Windows 7 and 8.
I use PSE10 for slideshows on PDF, which are much smaller than films in MP4 format.

I have Photoshop Elements 14 installed on Windows 10, but it should be compatible with Windows 7. You can ask more questions or look at existing ones on the Adobe Community. Hope it helps further. Ta
