I think so, I installed it on the T500. Anyway you have to remove the current steering wheel and install the F1. Then you can set the buttons in the F1 2019 game.
Personally I removed it to play GTsport

Yes, it can be connected to the base of all versions of the T300, T500 and TX. If ever, the six buttons in the centre of the steering wheel are not usable (they are only cosmetic), but other than that it is a very good product.
