I've just received my Mac mini! I'm going through Tome machine as requested to update it! Then it Asks me ok what I have! Arrive a window "my backup" -> this Mac and below: Startup and the dark blue bar runs from left to right but no indication of advance!? Is it right that it's been like this for 40 minutes!?!?

Time Machine Backups can take time. I have had 2-3h. It depends on the different parameters such as your network connection speed and the size of the backup.
