Multipoint capability with Huawei Mate 10 Pro (EMUI 9.1.0.345) and Windows 10 Pro? I can't get the buds to switch back and forth!?

I don't quite understand the question. If both devices have Bluetooth on and the Freebuds 3 are connected, it's not a problem. It certainly isn't for me. It switches perfectly between Macbook Pro and Huawei P30 Pro without any problems. Maybe it's because you have Emui 9! The Freebuds 3 run perfectly on Emui 10. They can also be updated. Maybe you should update the Freebuds.
