What about the operating system? Does it run the same as the Raspi or can you also run Windows on it?

Every ARM-based operating system runs on it.
Theoretically, Windows 8 / 8.1 RTM would run on it.... If there was a setup.
The normal desktop Windows that you run from your home PC or work PC will not work here. This is a so-called IA-32 (x86 / x64) processor.
