Will the notebook also charge via the USB-C port? I have an HP Elitebook with USB C port and I don't want to connect two cables...

No, that does not work. The docking station is connected via a USB-A port and the power supply of the dock would also be too weak to charge a notebook. It is not a Thunderbolt or USB-C dock but works via DisplayLink.
