Can the arms be moved so that when there are only 2 monitors on them, the empty arm is not visible?

You can also remove one of the side arms and only use the middle one and one of the side arms.

That works, yes.
In the middle, the VESA plate is not on an arm, but directly on the pole. This means that the centre screen can only be tilted and rotated, not moved closer.
