To 1: Batteries are not included. But there is a small power supply unit with a USB connection (so theoretically it can also be powered by a PC/laptop).
Regarding 2.: I can't say anything - what kind of surcharge? At Galaxus, the thing costs as much as stated.

The minimum quantity surcharge is added to purchases under 50 CHF. Instead of paying 57 CHF, you can buy a shampoo or something that you need anyway. https://www.galaxus.ch/de... then you don't spend 9 CHF more for nothing. At least that's what I always do.
