Are the dimensions 21cm x 29.7cm the outer dimensions of the picture frame? If so, what is the size of the picture section inside the passe-partout? Thank you in advance for your information.

These are the inside dimensions of the picture frame. The cut-out is for pictures/photos with 13 cm x 18 cm dimensions.
