do you need a bridge either way to get the strip to light up or is it also possible with an app?

Yes, you need a bridge. The Innr products are based on ZigBee, so it also works with a Phillips HUE Bridge. However, unlike some Phillips products, Innr products are NOT controllable via Bluetooth. Some Phillips products can be controlled via Bluetooth.
If you are thinking about buying a Phillips HUE product in the future, I recommend using the HUE Bridge. HUE products do not work reliably with the Innr Bridge, the HUE Bridge also allows more settings than other ZigBee Bridges.

As far as I have seen, you have to buy a bridge.
