Is the Hue Bridge a mandatory requirement if you want to use the Tap Dial Switch (control several lamps individually)?

The bridge is not absolutely necessary. You can also use the Hue devices with Home Assistant and a Zigbee stick.

The Bridge is absolutely necessary. Individual lamps cannot be controlled with the Hue Tap, everything is divided into rooms and zones. You could set up a separate zone for each individual lamp to be able to control them separately.
