what is the difference between model HF3650/01 and HF3651/01? Is it that one does not darken completely at night and the other does?

Compared to the HF3651, the HF 3650 has only 7 instead of 8 alarm tones, and is minimally darker: 310 lux vs 315 lux.
Both are dark at night.
