Essentially yes. Navigation works with the built-in laser, not with ambient light. But I haven't tested it in complete darkness.

According to Electrolux, it can only do 2.2 cm. For me, the highest level is about 1.5 cm and that works well. But technically it can't do much more than 2. It works because it recognises steps and then extends the wheels a little further. But that also means that it gets stuck if the step is too narrow.
