I think no, at most splash-proof, but not against rain. The lid overlaps almost all the way round, and the flap at the front snaps into the side wall, but there is a small gap between the hinges at the top of the flap. Water will get in there if it rains.

We have had the tub for a long time, not outside, but it has sunlight. No discolouration to be seen. But if we had it outside, it would be most likely to get squirmed away when it was empty again. That danger is almost greater than the plastic disintegrating. I mean, the plastic just gets brittle at some point and can crack (hot/cold).
