Can the Severin FO 2470 appliance also be operated at 110V or only at 230V?

The appliance can only be operated with 230 volts.
By the way: I am absolutely satisfied with the appliance. I have already had a similar appliance in reliable operation for over 10 years. Highly recommended.

Under 110V you would only have half the power. Therefore no, not suitable for 110V.
