This is because there is no lumen specification for this torch. The lamp has a very low light intensity (~1 Lm) as it specialises in UV light (395-400 nm).
Yes, certainly dangerous for the eyes. After all, you don't look directly into a normal torch. For the skin, it is a question of how long it is "irradiated". It's definitely not a children's toy!
Lumen is only used for visible light.
