are there no supports for concrete ceilings ?

You only need to replace the two screws (bottom left in the picture). You can buy 2 screws and 2 dowels at the do-it-yourself shop. Say you want to load one 100kg per screw/dowel. The punching bag only weighs 30kg (15kg per screw) but the punching makes the bag jump and puts more load on the screws. The most important thing is the drill, so that you can get the holes for the dowels into the concrete at all; not exactly suitable for every cordless drill...
Conclusion: You can hang the bracket on a concrete ceiling, but you have to invest in 2 additional screws and 2 dowels.
