Watching TV will not work, the water noise is louder.
For a rented flat with a fairly normal level of sound insulation, however, it should not be a problem. But I wouldn't do it in an old building.

I measured it for interest and found 75dBA about 1m from the water tank. So if you are willing to have the TV very loud maybe. I use bluetooth earphones to listen to music/netflix. It's much more pleasant than straining to understand something between the noise.
I keep it in the basement but wouldn't worry about the noise in the flat either.
