Mine has been travelling at 22 km/h since the beginning. 20 is permitted, plus 10% tolerance. So it locks up at 22 km/h.
I drive at 22 km/h without an update, but I don't know whether it's authorised in Switzerland.
Yes, I just got mine new (Switzerland) and on the first test drive I reached 22km/h.
... but you can also elicit +-32km/h... If you want to ;)
