Can I also charge the Kong. Plus bike light also charge on my mobile phone charging adapter? is there a voltage limit that should not be exceeded?

If a USB 2.x handheld charging adapter delivers significantly more than the 5V specified in the USB standard, then it is a danger for every USB gadget. And they won't fit into a USB-C charging socket.

Otherwise: The Knog Plus things cannot be used while charging. Then only the red charging light (i.e. a 1 LED and only weakly) lights up. In this respect, charging while driving is only of limited use.

Yes, that goes without a problem. I charge them on all sorts of things. USB port on the PC or Mac USB charger from the iPhone etc. all work without problems.
