Can it also be operated without the holder..so that it fits under the desk?

Yes, up to 6 km/h with the holder down, up to 10 km/h with the holder up. So for jogging the holder has to be up, for walking you can also put it down.

Yes, but only up to level 3 (of 10) which is fully sufficient under the table.
