I have this ANT+ antenna. It is purely theoretically plug and play.
However, there are various criteria to look at:
1. smartphone is a relatively broad term, so more specifics would be helpful and I may be able to give you more information.
2. the connection is type A, so you will certainly need an adapter to connect your mobile phone.
3. depending on your phone, you may be missing services to run ANT and will need to download them. As far as I know, these would be ANT Radio Services and ANT+ Plugin for Android, for an iPhone you should install the corresponding packages with the appropriate app (Zwift or similar).
