I live in a flat with downstairs neighbors. I've read rowers can be loud. Is the First Degree Fitness Apollo Plus too loud to use is a relatively quiet apartment building while being considerate to neighbors?

The loud noise associated with many rowers, comes from the air fan driven by the user. This rower uses water, so while it is not silent, the noise is considerably less. Also the noise style is different and decidedly more pleasant then the air blower type.
