28s with a cutting disc is not bad. Imagine being on the street with such a tool, a lot of noise and a lot of light. Anyway, a cut-off wheel will cut any lock.
The Hiplok D1000 (not yet available, on Kickstarter) is supposed to withstand any cutting disc: https://www.kickstarter.com/projects.... I'm curious when it will be available!
