Are both elements included, as in photos 3 and 4, and each in a double pack? You have to mount the one on the roof once at the front and once at the back? Do they have to be mounted further back?

Two clamps are included, one for the front and one for the rear. The base carrier is not included, this must be compatible with the carriers as described in the instructions.
