Are the MyStrom EnergieControl adapter plugs exactly the same models as the devices in the set of 2 (MyStrom WLAN set of 2)? Can I use the two devices in the set of 2 at two different WLAN locations?

Yes. Set of 2 is two times one. Each packed separately. As if you were adding two to the shopping basket.
