I doubt it, given its weight and the forces it undergoes when the pipe is pulled and turned. You'd have to go through the insulation to reach the concrete or brick, which I finally decided not to do ... I'm not too keen on the idea of damaging my insulation.

I first mounted a thick wooden plate (2cm thick) with long screws and large washers, then special metal dowels with threads for mounting the Gardena.

No, the screws must be long enough to be fixed in concrete or masonry.
But that shouldn't be a problem. There are special plugs and screws for this.
The weight of the Gardena RollUp is too much.

I can't say for sure. In my opinion, it will hardly hold because the solid screws are fastened with dowels. In addition, too much force is exerted when the garden hose is pulled out
