Yes, you need the starter set because of the power supply unit. See scope of delivery:
1 x Calla base light
1 x power supply unit with cable (2.9 m)
1 x connecting piece
1 x cable (3 m)
1 x Ground spike (for fixing in the ground)
The Hue Bridge would have to be purchased in addition to the starter set (if you don't already have one).
