We are tenants and it would be possible to have a charging point installed in the underground car park. Instead of installing a complete wallbox, wouldn't a device like this also work? All that is needed for this device is an industrial socket, isn't it? The line would have to be fused with 16A, so an 11KW charging capacity would be realistic, wouldn't it?

Yes, that works with the Juice Buster without any problems. We use it ourselves to charge two electric vehicles and there are two hybrid vehicles that are also charged in the same parking garage. If the load is too high, it is throttled or even switched off by the local electricity provider (this has happened once in three years so far).
We have a three-phase connection (red CEE 16A socket) with 11KW charging power, which was installed by the same company that installed the house electrics at the time. 
Everything works wonderfully and without problems.

Assumption: You are a tenant in a block of flats with an underground car park for several residential parties.
Then you will have to install a charging management system that requires an intelligent wallbox.
Reason: One to two connections would certainly work with full power, but if more or even all parking spaces are equipped with charging stations, the entire power can no longer be drawn and the charging management regulates the power of each wallbox.
