It doesn't have an elastic band on the entire bottom... only at the two ends... so on the side of the two wheels... however it covers the GS including two side boxes and a top box...

It is a click system, not a rubber band. But it is adjustable. I always do it like this. I click it together and then tighten it so that it closes tightly.
