I have read that such devices do not work down to the roots and the weeds come back after a while, what is your experience of this?

Well, burning over it once is not enough. But after three burns (staggered over time), most of the plants will stop growing. If you make sure that the plant is not soaked with water at the time of burning (i.e. after a wet period), then it will do even better.
