Is the adapter also backwards compatible? i.e. can I use the foreign plug abroad and then plug in a 3-pin Swiss plug, for example? or is this really only meant for foreigners in Switzerland?

You can of course put the Swiss plug in. But the other side is a Schuko plug, so it can only be used in Europe unless you have a Euro-to-World adapter.
