Is the bracket for 2 panels of 1050 x 670 each stable enough to securely attach to a former 100mm diameter flagpole? There are strong winds you helicopter!

Yes, that should work, I have mounted two larger panels. The structure is not rigid but can withstand gusts of wind well. Even a downwash should not be a problem.
