Yes, you can - the only drawback... Apple wants you to lose the Pencil at some point, it is impossible to attach it to the iPad (without a special case, which is NOT available from Apple) in a clever way... But it's really great to draw with :-)

Hi. The iPad Air has a slightly better processor, a minimally larger screen that is also scratch-resistant and a much better front camera. It is 1.4mm thinner and a few grams lighter. If that's worth the price difference, then go for the Air! :-)
