As I understand it, another power supply that supports all the connections on your mainboard without adapters or splitters would be more suitable.
This is normal at low loads. If the power consumption is greater, it will turn.

Connect the 3 8pin GPU and 1 8pin CPU cables. You only need both 8pin CPU cables if you want to do hardcore overclocking. Consult the mainboard and PSU guides on wich of the two 8pin CPU connectors to use on the boad. Or just use one and see if the pc boots.

I was able to run my RTX 4090 with the supplied cables.
According to Corsair, it is not sleeved. The 12VHPWR cable should be included in the scope of delivery.
